*WARNING: SPOILERS AHEAD*

In Season Two, Will goes after the Sheriff for killing his dad. Understandably, he is shaken up at seeing his dad being stabbed. Not to mention the fact that Dan was doing it mostly to prove to Will that he wasn't going to be silent in front of the Sheriff. "I shut up once before. It cost me my wife, my hand, and the respect of my son." Will blames himself for Dan's death, obviously, and more than himself, the Sheriff.
Clearly, the Sheriff is to blame here, like the other 90% of episodes. So, he makes an easy target for revenge. There isn't anyone else to blame here that could be at fault. And the characters know this. I love seeing Will get anger, and showing the famous hot-headed Will Scarlett of the traditional character. He was clearly going to kill the Sheriff if Robin hadn't interfered. A swift switch would change this:
Marian doesn't bump into Will when he's in the castle. The Gang thinks he's with his brother. They go into the castle with less urgency and more stealth, only to find the sheriff dead. What happens next?Nottingham is going to be destroyed, but it would take a few days for the soldiers to come. The Gang would probably try to keep the Sheriff's death a secret for as long as they can, all while evacuating the city. They would most likely be successful, getting out most of the people. But then Nottingham is burned to a crisp and suddenly a whole lot more people are homeless. There's a big problem and I can see Sheriff 2.0 coming along already.
Like Robin said, killing the Sheriff would do harm in the end. Not just for the people, or Nottingham, but also for Will. There wouldn't be the closure he had in the actual episode, rather more guilt.
