Where The Tags Are REALLY From

In this scene from Will You Tolerate This? when Robin gets back to Locksley manor, you can see the symbol of the tags Will makes. So bam! The mystery is no more! Will-a peasant from Locksley-would know this was maybe a symbol of Locksley? Maybe that was what is was from. And Will, being from there, thought it was a good idea for the tags. So at least that is no longer in the dark (if you didn't know about that)
